Tender Requirements:
1. Technical Details: Please provide all technical details for the equipment before ordering to TIU, to review the quality and specifications.
2. Compliance with Ministry of Electricity (MOE) Specifications: Ensure that all equipment, materials, and installations, including SWG, CB, cables, RMU, kiosk, cubicles, panels, etc., are done according to the Ministry of Electricity specifications.
3. Load Sharing & Parallel Operation: The generators synchronizing system and step-up transformers should work based on the actual load requirements, enabling load sharing. The step-up transformers should operate in parallel according to the existing load.
4. SWG Protection & ATS System: The SWG should have at least 5 protections (short circuit, over current, earth fault, over voltage, under voltage) and an Automatic Transfer Switch (ATS) system with interlock to protect the SWG cells and contents. Step-up transformers should also have protection mechanisms to disconnect from the CB in case of any issues.
5. Earthing & Lightning Protection: Ensure that all equipment, materials, and panels are properly earthed and grounded with minimum resistance, following EIC standards. Additionally, install a lightning protection system for the main Substation (S.S).
6. Equipment Type: Use SCHNEIDER type RMUs and circuit breakers in the SWG, synchronizing panel, and all other panels.
7. SWG Specifications: The SWG should be SM, MODEX-R36, IP3X, and have SF6 breakers. All must meet the acceptance criteria of MOE in Kurdistan.
8. Connection of Capacitor Bank Panels: Ensure the consideration of connecting capacitor bank panels for each section when the generators are running.
9. Before & After Installation Tests: test should be done for all equipment before and after installation, ensuring their proper functioning, before commissioning the power.
10. Guarantees: Provide guarantees for all equipment and installations in the project.
11. Maintenance: Maintenance service for all equipment in the project for a period of 1 year including repairing any technical faults that happen.
12. Payment Based on Actual Materials and Work Done:
The payment will be made based on the actual material and equipment installed on-site. Similarly, work wages will be paid according to the real work quantities and distances covered in the project after the completion of all tasks.
- After the installation of all the equipment, 60% of the total payment will be paid.
- Once all the works are completed and approved by the committee, 35% of the total payment will be paid.
- After a year of warranty assistance, along with a committee report confirming the satisfactory performance of the equipment, the remaining 5% of the total payment will be paid.
